Game view always begins where the "Main Camera" resides/faces on the terrain.
If you would like to use game view in the manner you described, you can move to the general area you are thinking of exploring in Scene view, select the "Main Camera" with LMB once in the hierarchy (selecting it), then go to the Unity menu and choose Game Object-Align Object to View. This will move the main camera and align it to your current scene view window.
Then, go to Game View and click play and you will be exploring the area you moved the camera to in the scene view.
Annoying, yes. I think you will soon realize there is little value of walking around exploring in Game View but instead flying around in Scene view proves to be more efficient. I jump to Game view only to test out animation and see how lighting may impact something.
On a PC, holding down RMB and pressing AWSD moves you forward/back and left/right, QE move you up/down, holding down SHIFT moves you rapidly, mouse wheel moves you IN/OUT in the direction you are facing, accidental pressing of middle mouse launches you way above the terrain, holding down RMB and mouse movements change your direction of view, when a blue selection tool is being used (terrain menu), you can hit "F" and it will fly you with in proximity to that spot, you can do the same by dragging the human height on the terrain and double clicking it in the hierarchy.
