Quick Check: terrain = rough?

Finally finished my course layout! All greens/fairways/teebox/pins/rough are in. I did not layout semi-rough but did go over a few tutorials last night for a quick reminder for terrain sculpting. Realizing I can simply paint the terrain rough. But I remember learning that terrain already registers as rough in game...correct? So I could simply switch my rough splines to semi-rough and use the terrain as my rough boundary? Sorry, googled it but didn't get what I was looking for

Sorry. are you working from a lidar terrain? If so, you can change the google map lib to any thing you want.

I'm saying, in game...does default terrain register as rough?

Correct.  The terrain is the canvas, and your splines sit on top of it.  The default property for terrain is rough.  The reason for putting a rough spline around the fairway is to avoid the fairway sitting obviously above the terrain with an 'island' look.
