Given this topography:

how would the lake be defined ? On the holes at each end it would be a water hazard but on the center hole it is both a lateral and a water hazard.

Is the standard practice to just call it a water hazard or do people try drawing water and lateral hazard shapes?

I had this problem.  It's possible to draw a lateral hazard spline around the whole lake, then at certain points (like behind the greens at each end) you can right click on a spline point, mark it as a normal hazard, then do the same for a point a few points over, making sure the arrows face each other.

I can explain better later but in the end you have a big red circle with some yellow areas.

Alright, if I understood what you said, I needed to do this:

The game will detect whether I go into a water hazard or lateral hazard but I cannot drop. If I elect to rehit from 5 yards back, I am placed 1200-1440 yards away.

Some old threads yielded some maybes - make sure you only have one out of bounds around the whole course.  Make sure the water plane has water physics attached.  Make sure there are no rogue splines.  You've got the right idea.

Ok, thanks. Now by water physics, do you mean the Mesh Collider? Or in the Mesh Collider do I click the tiny circle on the right of Material (where it shows "None (Physic Material)" and change that to water?

Also, how do you define "rogue spline"?

Yes change none to water.  I think a rogue is just a small spline you've drawn accidentally that can foul the works.
