The short answer is: no.
THEN AGAIN
You could get quite near your goal already, because, in theory, you should be able to do something similar.
BUT
You will need a huge terrain with very high resolution (4097) to accommodate all the holes. The bigger the plot, the more intense the demand for high-end performance. 36 holes means a double work load for your graphics card.
AND
You will need to duplicate your terrain to plant two 18 hole courses on it. CF, afaik, only lets you lay out 18 holes, meaning that using the same base terrain you would need to build two different courses. You may actually draw splines for all the 36 holes and all but create the plot with everything required in it, but the planting of tees, shot points and flags is (currently) restricted to 18 holes.
SO
you might as well build two different 18 hole courses to begin with.
But I admire your ambition and your concept. Where there's a will, there's a way. And enabling CF to design 9, 18, 27, 36 hole courses and resorts (also enabling PG to allow for an in-game selection of which configurations to play for an 18 hole round), strikes me as a sensible feature request.
