I'm pretty sure that's not a CF-made course.
1st cut looks too pixelated and in wrong proportions compared to the CF things we've seen. The grass bushes inside the left-hand bunkers are 2D billboards, CF would be 3D objects. Heck, even the trees are 2D billboards! That looks more like an APCD job to me…definitely not CF.

No way that's CourseForge. As K11 says most of it is 2D - it looks more like APCD/Links, but for the animation, water reflections and shadows. It may be using an updated Links engine such as they use in some golf simulators.

Now I can watch it on a decent monitor (unlike the cr*p at work) I can see it isn't CF.

On one of the hole fly-by's it states:-

Not sure what they use to create their work.
