I think you might need to right click the "scene gizmo". Details can be found in the Unity help/manual*:
https://docs.unity3d...Navigation.html
(*Even though the manual is for Unity 5.4, it still applies to 5.3.2.f1 that must be used for CF)

For the WDSA keys, could you be in 2d mode instead of 3d?
Also, each time you start a new project, you have to reimport those packages you want, or you can copy and paste them from your old project to the new. But if you're unfamiliar with Windows' file systems, it may be easier to just import the unity package.

Are you holding down the right mouse button at the same time? When pressing play this is not required but it is when designing.

You can either refresh them (there is an icon in CF to refresh the splines - the one with the round arrow) or re-calculate the meshes, which will re-attach them to the terrain.
The other, much more difficult way, would be to sculpt your terrain entirely to exactly how you want it, and then draw the splines. I'm just kidding, although you wouldn't have the issue. I can't imagine anyone ever doing this, although with perfect LIDAR data (including bathymetry) and an overhead map, I guess it might be possible to trace all of the shapes and only calculate the mesh once ....
