I have seen that on the 22nd that Perfect golf will be released on a beta version on Steam. Will the first version of Course Forge also be released for the public to start using?

Don't believe so. I'm under the impression that it will be released with the full PG release following EA. Check the other topics.

Below is the 2nd post under the topic General Discussion on the Steam Forums (It is an answer by one of the developers that started the thread General Discussion and it is an answer to the first question in this thread)

 

Early access will come with about 5 or 6 courses with more to come during the EA period. Also we will be releasing CourseForge, the course creation tool when the game finally goes live so at that point there will likely be many more courses to play, hopefully all good ones!

so course forge will not be available until retail release and game is finished? damn...have made over 20 high quality courses with the GNCD and soooo wanted to give this a go asap. (spits dummy out of pram)
