Interesting to see when I booted up Steam a few mins ago to get my latest patch update of Race Room Racing Experience that they seem to have made some changes to community users getting money back for games/software purchased.
The main crux of the deal is:-

The Steam refund offer, within two weeks of purchase and with less than two hours of playtime, applies to games and software applications on the Steam store.
