It seems in order to buy Perfect Parallel golf for the pc we have to buy it through steam is this true and if so will we have to be logged into the internet everytime we play it ????

It's not a fixed answer at present, but the guys are likely to use Steam as a platform to sell their wares. It's an ideal way of reaching customers but not necessarily the only one.
You can play most Steam games offline too....
