I have the wall and did one of my bulkheads with no problem. then on the second, when I went to apply the second modifier to curve, the wall formed but upside down, so my plank was on the bottom. Any ideas what might have happened. Actually tried twice with same result.

Did it look correct and then change after "applying" the modifier?
Did you try changing the deformation axis to the negative value of whatever axis was working?
You could also probably select your wall pieces in edit mode and rotate them 180 degrees.
I haven't watched that video in a while but I rarely APPLY my modifiers anymore in the stack. I realized you can select the entire object without the modifiers applied and it'll export as it appears basically with the modifier applied. Hope that makes sense.

There is also probably a need for a revised video "Super Easy Rapid Bulkheads Without Blender"
This is using the waterpotty method and can be done using CF splines. For a little variety, you can then just add posts every few meters.

I applied the array, then the curve. the curve is where it flipped
